Victor M. Norris is a partner of Hertz, Schram P.C. and has been practicing law since 1976. His practice is litigation oriented, concentrating in the areas of civil litigation, negligence litigation, and criminal defense, including felonies, misdemeanors, and an expertise in all vehicular offenses such as negligent homicide, OWI's (drunk driving and alcohol related offenses), driver's licensing issues, and traffic offenses. He has been the firm's Managing Partner since 1988 and oversees every aspect of the day-to-day operations of the firm, as well as its long-term strategic planning.

Mr. Norris has earned a reputation for taking a vested interest in his clients and their legal matters. In his areas of expertise, Mr. Norris will handle large, complex litigation matters, as well as less complicated matters at the district court or administrative level where he feels clients are equally entitled to competent and zealous representation. His experiences as an Assistant Prosecuting Attorney, Assistant Attorney General, and as a private practitioner have earned him a reputation as a skilled and effective litigator. He is also well known for his competitive spirit and will to win. The Martindale-Hubbell law directory has awarded Mr. Norris its highest legal ability and ethical standards rating (AV - very high to preeminent).

After graduating from Oakland University with a Bachelor of Arts cum laude in 1972, Mr. Norris attended the Detroit College of Law where he received his Juris Doctor degree in 1976. He then served as an Assistant Attorney General from the State of Michigan and Assistant Prosecuting Attorney for Wayne County (Detroit, Michigan) Felony Trial Section and Special Assignment Attorney in fraud and white collar crime cases.

Mr. Norris is admitted to the State Bar of Michigan and has at all times remained a member in good standing. He is also admitted to practice before the United States District Court for the Eastern District of Michigan. Additionally, Mr. Norris is a member of the State Bar of Michigan, Criminal Defense and Negligence Sections, American Trial Lawyers Association, Michigan Association for Justice, Oakland County Bar Association, and Criminal Defense Attorneys of Michigan. In 1994, Mr. Norris coauthored, Photo finished: Calling into Question Michigan Roadside Driver's Confiscation Law, Michigan Bar Journal 410,1955.
